Rep. Ritchie Torres Recognized as a Top Congressional Leader on Promoting Trade & Combatting Trump’s Tariffs by the Center for New Liberalism
Congressman Ritchie Torres (NY-15) was recognized this week as one of the top-scoring members on the 2025 Congressional Tariff Messaging Index, released by the Center for New Liberalism. The scorecard evaluates members of Congress on their support for trade policies that lower costs for American families, promote economic growth, and support innovation.
On the recognition, Rep. Torres said:

“The Trump tariff regime is a triple tax on American manufacturing: a U.S. tax on the components, a U.S. tax on the end product, and a retaliatory foreign tax on American exports. If you tax the inputs and outputs of American manufacturing, you’re not strengthening our industrial base — you’re undermining it.”

The 2025 Congressional Tariff Messaging Index assesses lawmakers based on their voting record, public statements, and legislative leadership on trade-related issues during the 119th Congress. The Center for New Liberalism selected a group of “trade champions” who demonstrated consistent support for pro-growth, pro-consumer trade policy. The full scorecard provides a breakdown of how each lawmaker scored on key trade metrics during the 119th Congress. The Center will use the scorecard to inform grassroots advocacy efforts across the country and to recognize those members of Congress who stand up for pro-growth economic policies that lower costs for Americans.
