U.S. Rep. Ritchie Torres Named Most Effective Freshman Legislator of the 117th Congress
WASHINGTON, D.C. – U.S. Representative Ritchie Torres (NY-15) was the most effective freshman legislator and one of the most effective of all elected House Democrats during the 117th Congress (2021- 2022), according to an annual ranking of Legislative Effective Scores from the University of Virginia and Vanderbilt University’s Center for Effective Lawmaking. Among all House freshmen from the 117th Congress, Rep. Torres was not only ranked as the most effective but was the only Democrat to make the top ten list.
Additionally, Rep. Torres was ranked as the 26th most effective legislator among all 232 House Democrats from the 117th Congress and the fourth most effective Democratic legislator of New York’s U.S. House delegation – a clear testament to his steadfast commitment to delivering results for the Bronx and the American people after winning a historic election in 2020.
During the 117th Congress, Rep. Torres introduced 43 bills and 10 resolutions, including the “Empowering the U.S. Fire Administration Act” in the wake of the deadly Twin Parks North West fire, which President Biden signed into law last year.
The Center for Effective Lawmaking’s annual Legislative Effective Scores are based on 15 metrics that collectively capture the proven ability of a legislator to advance an agenda through the legislative process, including the number of bills sponsored, the number of bills that receive action in committee and/or on the floor of the House or Senate, and the number of bills that become law.
